Dave Hardy was born in Phoenix, AZ, in 1951, and has lived most of his life in Tucson. He graduated from the University of Arizona College of Law in 1975, after serving as an editor of Arizona Law Review and on the Moot Court Board. In 1974, he published the first law review article to argue for an individual rights understanding of the Second Amendment. From 1975 to 1982 he practiced law in Tucson. In 1982 he moved to Falls Church, VA, married, and began work with Interior Department's Office of the Solicitor, doing the strangest legal work he had ever handled.
